In case of introduction of the new bill the British smokers should take out the state licence, a tobacco smoking. This idea has been developed by the professor of the London school of economy of Dzhulian ле Gran, the head of a commission of experts of British Ministry of Health.
It is necessary to notice that since July, 1st 2007 interdiction for smoking in public places has been entered into Great Britain. Infringers of the law should pay the penalty which makes 2500 pounds sterling (the maximum punishment). The commission suggests to forbid sale of a cigarette to people without the special licence which costs $20. It is offered to direct incomes to national system of public health services. Besides, smokers will be obliged to show the document assured by the doctor. According to the document, on health of smokers is not exposed to serious danger in connection with bad habit.
It is said that in public health services Department that the offered scheme is not considered as a practical way of struggle against smoking still. At the same time the Secretary general of department of the press have declared that consultations about following steps in the field of struggle against tobacco, the turn will be carried out this year, and the management is ready for viewing of all possible variants.
